Status Completed. For the duration of the four year project, Harris successfully managed the labor compliance program, New Hire Program, Minority Business Enterprise, and Section 3 program with the following goal attainment:
Phase 1 Goal Attainment: Local 73%, Total Apprentice 25%, Local Apprentice 91%, Section 3 Resident Participation 32%.
Phase 2 Goal Attainment: Local 73%, Total Apprentice 24%, Local Apprentice 91%, Section 3 Resident Participation 31%.

Project Overview
Oversight of project program requirements and goals; Labor Compliance Program, New Hire Program, Minority Business Enterprise (MBE) Participation Program and Section 3 Reporting.
Project Responsibilities
- Development of Welcome Packages for Labor Compliance Program, New Hire Program, MBE.
- Participation Program and Section 3 Reporting; packages contain project documents with step-by-step explanation and weekly/monthly deadlines.
- Update and monitor New Hire database; tracking of local/community and non-local craft hours, craft hours worked by Section 3 residents and apprentices.
- Provide project site walk-ins with information on craftwork position availability/hiring process.
- Developed and hosted outreach events for LSBE Meet & Greet and to provide potential subcontracting opportunities.
- Provided LSBE certification assistance to businesses who were interested in bidding for subcontracts with Project.
- Development and maintenance of database of local and Minority-certified businesses by construction-related categories for outreach purposes.
- Provide Prime Contractor with internal monthly reports to track New Hire and MBE goals.
