CCTP, under the direction of Olibra Bailey, was able to garner four ( 4) Employment Training Panel contracts, and a WIA contract, simultaneously operated under three funding streams with multiple contract requirements. All contracts required outreach, recruitment, assessment, job development, placement into union employment, assistance to contractors and apprenticeship programs, tracking and reporting outcomes.
CCTP was selected by the Community Redevelopment Agency of Los Angeles as a pre-qualified firm for construction jobs coordination and related services, including commercial buildings and other revitalization projects in downtown Los Angeles.
Facilitated the day-to-day operation of the center that fostered partnerships with craft unions, contractors, community-based organizations, faith-based organizations, local agencies, probation officers and other local training providers to maximize the placement of local community residents on major construction projects.
Assisted CCTP with the management of two grants while under contract with US Department of Labor. Harris provided technical assistance to construction contractors and labor unions on how to recruit and retain women in the construction industry (8-week construction pre-apprenticeship training and employment services program).
