More About Olibra J. Bailey
Mrs. Bailey is a Master Compliance Administrator with more than 20-years of experience in workforce development, operations and the implementation of equal employment opportunity and affirmative action contract compliance programs.
Currently she provides project management to SkanskaRados JV where she leads our team to not only develop and maintain relationships with stakeholder organizations, but to ensure that the program goals of targeted geographic areas impacted by the Expo Light Rail Phase 2 are exceeded.
Under contract with Tutor-Saliba on the Mid-Corridor Design/Build Alameda Corridor Transportation Authority (ACTA) project, Mrs. Bailey and her team operated the Alameda Corridor Construction Pre-apprenticeship Job-training Program. The ACTA project was a $2.4 billion US Department of Labor mega project, which placed a special emphasis on employment and training of women, minorities and corridor residents. Mrs. Bailey had the administrative responsibility associated with this contract which included oversight of the outreach and recruitment team, the 8 in-take sites, preparing weekly and quarterly outcome reports, developing and maintaining an electronic database to track all program participants from orientation and assessment through job placement and providing to the general contractor for program presentations to the ACTA Board. In addition, collaborations were established with local Community and Faith Based Organizations to conduct program outreach to corridor residents, pre-screening and referrals to other social service providers to provide wrap around services for clients. The team was successful in exceeding its training and placement goals.
Additionally, she was an advisor to the Mayor’s office on its Community Faith-Based Construction Initiative and assisted with the incorporation of language into the Los Angeles Community Redevelopment Agency Project Labor Agreement policy, which was passed in 2008.
Mrs. Bailey administered the day-to-day workforce operations and the application of the CCTP construction pre-apprenticeship training and placement program policies, prepared and implemented its budget and assured program compliance with Bureau for Private Postsecondary Vocational Education (BPPVE). She also monitored adherence to CCTP contracts and applicable requirements of multiple funding streams, assisted with curriculum development and implementation, developed partnerships and collaborative relationships with labor unions, apprenticeship programs, contractors and community based organizations that supported the program clients’ needs. CCTP held quarterly meetings with community partners which included all of the local trade unions.
